Enough detective work. Apparently this build and some graphics devices/drivers (mine!) do not get along well. :)
    Next build, please! .
Found a place where this issue appeared on my install - the jump lists in Excel that is pinned to taskbar.
I kept opening the wrong spreadsheet and realized the mouse pointer was off by about an inch or so.
Reset text scale to 100% - all good - reset to 125% and all seems to be OK now - I have a EVGA GeForce GTX 750 Ti video card......maybe a NIVIDA thing - ???

With each and every build I am becoming more of a fan of making the iso before reboot - you never know.

Knock on wood, but I estimate it's been at least ~10 builds since I've failed to upgrade like clockwork from WUpdate, first try. Haven't had a UUP problem in about as long. I know that I have done it in the past, and that making an iso and manually upgrading from it was the only way to get a build installed--but it's been so long ago I had to resort to that I honestly can't recall when that was...!.... Is this preening, overweening arrogance, this Machiavellian conceit, sure to lead me to a well-deserved comeuppance? Gawd, I hope not!... I've been spoiled lately--my only annoyances are just that--gnat bites comparatively. Fingers crossed!

I predict the next build will have you forming sentences with nothing but 4 letter words that only ceases when you run from the room screaming like a little girl who just discovered her Betsy Wetsy doll did not really wet.
Yep - that is my prediction.

    RE: This post.

I am stunned! Astonished, surprised, flabbergasted (I believe I use that English word first time ever!).

After ten hours of trying to get upgrade downloaded on laptop and a few Hyper-V virtual machines, getting six different error codes, for instance laptop giving one error code when upgrade fails, clicking Retry gives then another error code when it fails again, and again another error code with next try and so on.

Did all the tricks, WU Troubleshooter, you name it. Now totally fed up and tired, I just thought I'd try if disabling Defender would have any effect.

It did. Clicking Retry, upgrade downloaded, initialized and prepared without an issue. Having created checkpoints on VM installs after each failed try, it was then easy to try to replicate this with all six errror codes I've got today. Restore checkpoint with error 0x80070020, disable Defender, click Retry, upgrade works. Restore next checkpoint with different error code, disable Defender, click Retry, upgrade works. And so on.

"Reverse" replication showed I was into something: restoring the same checkpoints but leaving Defender enabled, upgrade failed.

I'm not saying this is a universal solution. I'm just saying that I can replicate this now at will: in my case now today, when my upgrade fails to download, whatever the error code, I disable Defender, click Retry and get a smooth ride :)

I had never guessed this was the solution (in my case, anyway):

That is good to know Kari - Defender may be defending the drive too well.

I had noticed each new flight came with a Defender Update to download.
I personally have never failed Updating since the very first W10 Insider program began.....this included the Defender Update each time.

K, gotta ask... from a non-insider perspective ok?

Is MS addressing the major issues being reported or concentrating on what they think in terms of "We’ve heard your feedback" ?

I think they do a decent job of addressing the issues. They are never going to make us all happy with each build.
