I updated my laptop and a virtual desktop on my main machine at the same time. The download was very quick but the installation took time but it installed as it should. Sorry, I did not bother to time.
I do have a question, the hyper-v 16241 desktop is not activated? Does the evaluation version need to be activated? I only set it up for testing and when I no longer want it, it will be deleted. I will not be buying a key for it.

Still can't get transparency in the start menu, though--it's working fine in the taskbar, just not in the start menu. It hasn't functioned in the start menu since "acrylic" was originally introduced.

Here is my new-build check list for fresh upgrades:
1) powercfg -h off
2) Check sys restore and turn on if needed
3) *Disable Prefetch Key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\PrefetchParameters (because I have an SSD)
4) *Turn off the superfetch service (also because I have an SSD)
5) Turn off disk defrag for drive c:\ (because I have an SSD) and all OS-installed/recovery GPT partitions
5)Cleanup C:\ to get rid of Windows.old
6) Reset CoolSoft VIrtual MidiSynth
It's interesting with respect to powercfg -h off, because up until a couple of builds back the previous powercfg setting was carried forward through upgrades--now it's back to resetting every build , and running this command elevated also turns off Microsoft Fast Boot in the power-switch settings, so I suppose Microsoft has begun turning on Fast Boot again....
When the program first began I had something like 15 entries--just stuff like reinstalling printer drivers and so on that had to be done each upgrade...! Things are so much better, now...!
My list.
1, 2 and your second 5 (you have two of them) 5. 3, and (your first 5) and are not necessary, don't hurt or help.
I also turn off those stupid arrows on desktop icons, change Volume to old type, run SFC /scannow, check for Store updates, turn on live tiles that get turned off, set Windows Photo Viewer to be default and make registry change to display Take Ownership. Than comes cleanup with Uncleaner before making MR backup.

I just noticed that the animation that appeared when the context menus and the jumplist of the tiles are displayed, is no longer present, in the accessibility options in Settings I have enabled the option to display the Windows animations, the same in advanced options, I checked the box: Adjust for best appearance.

Success! half hour install, currently at the we're getting things ready screen.

Same here. My monitor's native scaling is 150%; problem not present at 100%: Mouse pointer 2" high on Notification pane and a couple of lines high in task windows of my three browsers in the Task Bar. Minor pain and can work through it but will still report it.
Did some more poking around this morning. I've narrowed the issue down, not solved, don't think I can. My box came with a GeForce GTX 1080 Ti GPU, and an on-board Intel HD 630 GPU. If I disable the GTX and run on the Intel, no other mods, the Action Center behaves normally and survives restart/signoff/shutdown. Except!! No Night Light....dead and greyed out. Action Center and settings.
If I disable the Intel and enable the GTX, Action Center still is wacko, with the addition of all tiles blurry-hazy white except for Settings. Basically, none of them work. Rolled back drivers on both and retried all scenarios. No go - same.
Repeated all these steps on a second virgin 16237 that I upgraded to 16241 with an ISO. Exactly same results.
Enough detective work. Apparently this build and some graphics devices/drivers (mine!) do not get along well. :)
Next build, please!
P.S. - I did try everything with a wired KB & mouse, to rule that out.

This upgrade installed normally through WU - I did not need to resort to the ISO I'd made, the way I had to for the last two upgrades. Upgrade took a long time, but build upgrades always do on my ancient rig.
Anyway, 241 is looking good so far. I'm not having the problem with scaling that some have reported, or at least I haven't stumbled across it yet. But, I'm just getting started...
