I decided to reinstall 215 on my computers which I had rolled back to 199. One is refusing to install now. One is installing. One has completely installed.

On the computer that was refusing to install, I ran @Brink's batch file to reset windows update and, voila, the update started and is downloaded and now installing.

So I guess there's no release today:
