Okay....I have decided to try again using the .ISO. Don't ask why....perhaps I am bored. Perhaps not. LOL
Can anyone or does anyone have an .ISO currently uploaded somewhere I could leech? If not, I will do the upgrade approach to obtain it.
Can someone check their folder and see if they have multiple .ESD files? I honestly cannot remember multiple files being there before. Each additional ESD file is a 'WOW64' one.

I Cloned (using MR Paid) the 16199 from SSD (C) to a 1 TB WD Black HDD (D). Then I loaded 16215 via. DVD (.iso) and let it overwrite the "Windows Partition" on the HDD "D", leaving "Utilities" and "Recovery" Partitions alone. I used BCD Boot to select drives. The "Clean Install" of 16215 worked perfect on "D" but had none of my Programs. But it was fun to see the "clean" 16215 Version in action.
Obviously when tried on my "C" (SSD) Drive 16199 had one of my MANY Programs not getting along with 16215 !! Just too many to reload. It has since been deleted off "D" HDD.
