Is this supposed to be in windows update too ? Checking for updates says I am up to date with 14393.1198

This non-security update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:
- Addressed issue where End User Defined Characters (EUDC) may not be visible in some applications.
If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

Nope. KB4023680 is not available via Windows Update. Only available via Windows Update Catalog. :)

This is a 1GB file and the good news is that it did not erase the update history this time. Winver shows 14393.1230 and the installation was faster for the size.
Is it safe to install this update in Windows 10 Enterprise LTSB version?
