I just clicked for updates manually today just for funs and giggles, and lo and behold the update was found! *mindblown*. So from this it seems that not only are updates region based on when they arrive, but they also do not get found automatically by Windows Update. I'm not sure if this behavior is a bug or of it's intentional with CU.
Is this new updated build available for the media creation tool?
No. It's not Microsoft's practice to update the media creation tool for each cumulative update. The current MCT make media for the base level 15063.0 which will update to the latest build using the cumulative update as soon as it is installed.
For the Anniversary Update 1607 Microsoft only updated the MCT once about half way through its life.
Think I may have to press check for updates to get it... mine is checking for updates and did a driver update overnight but still not received this update :)
Be careful what you wish for. Microsoft has blocks in place to prevent delivering the Creators Update to machines that have known issues, there may be a good reason widows update hasn't delivered it yet. I listed a couple of examples here...

I have already had the CU update a couple of weeks ago and all seems good... it was the cumulative update that has not arrived ☺
