I believe what she's talking about is that as it is her first anniversary as the Insider boss, she / the team wanted to release a build today to mark the occasion. They will release 16203 today because later builds are too buggy to be released.

Did a whole bunch of posts about 16203 just go poof?

That's the main reason I just love vertical taskbar. A lot of space :)
