If anyone was able to get a successful ISO for 16188 x64 Pro made I would very much appreciate a copy as I need to run an in place upgrade on my install. Was not able to get one done.

Once the upgrade goes bad, system reset or clean install is right choice IMO. That errors could accumulate after a lot of upgrades.

Happened twice to me, once I tried reset (more than a year ago) and second time clean install with ISO from slow ring or last good ISO from update (can't remember...).
