My Outlook problem was different (crashing when trying to access gmail accounts), and was fixed by deleting and reconnecting the accounts. I'm running Office 365 Click-to-run, not stand alone Outlook.
I wonder if the first attempt to install 16184, which failed at 32%, somehow corrupted something in Outlook.

There is a problem again with Windows Time. During the initial setup from the 16179 ISO the first question (about the region) causes and error and needs to be skipped. Thereafter the install proceeds normally except when you go set the time from control panel you can set the timezone (in my case Eastern) but setting the internet time using time.microsoft.com fails but nist.gov works. This is pretty specific (I've duplicated 2-3 times) so MS should easily track it down for the next build.

No problems here with Outlook, or another three accounts linked in Mail.

I've noticed the same Event, but different MS site. Could be false, or some servers got infected..
Confirmation....have visited several M$ sites and the same warnings reappeared....have clicked the exclude button on Bitdefender which has solved the problem.
