You geeks with DISM issues, I have an idea but to test it I need answers in these two questions:
In which build you had DISM last time working without issues?
What is / are the exact DISM command / commands you are trying to run which produce errors?
1.) 14393.970 Working no issues
2.) a. Dism /Online /Cleanup-Image /CheckHealth, works and states there's a problem but can be fixed
b. Dism /Online /Cleanup-Image /RestoreHealth

There's loads in here, it could do with an appraisal in Software and Apps
I agree it has some nifty features... however, it's core (i.e. Dism ) functionality suffers from the same ?API related falure (without seeing it's souce code cannot be sure)
Still same story, never repaired anything since Anniversary issue. Can't even say what it was supposed to repair. Can't find anything amiss.

Yes, I found that out several months ago. The Gigabyte motherboard itself is by far the best I've had. Must have rebooted it well in excess of 2,000 times over 4 or more years. I hoping I'll be able to find a new one of this type when I get a Ryzen processors.

No, I have been able to successfully use DISM on Anniversary Edition. It found source files and repaired whatever it found to be problem. But since then, no. The current issue is DISM says it has found repairable issues but when I load the source file in my DVD, point to it in instructional set, it gives me the error message saying it cannot find source files. Seems like that is what I see others are saying.

Unfortunately Gigabyte now holds bottom end for Ryzen processors, maybe it will change soon.
