Doesn't seem logical does it? My last remaining PC is a venerable Dell laptop running Win 10 Home. It got the privacy update last week so I shall see whether it updates to CU this week - otherwise it gets "persuaded" too.I'll report on here.....
Cheers mate, will be very interested to hear what happens for you. Will do likewise

It's a good theory but I've never tinkered with mine. My machine came new with windows 10. I cannot believe that running SSD, skylake and nvidia 980ti it could also be hardware holding it back! Especially if I got the privacy settings KB almost 3 weeks ago too
I'm still left wondering what happens once you roll back to 1607 like I did. I got the update to build 1532 since, so WU is working as it's supposed to. My plan was now to do to a clean install of Creators on my SSD #2 and dual boot just for kicks. Only haven't found the time to do so.

As far as your setup, I can't imagine SSD or CPU would be an issue, but pretty sure I've seen something about Nvidia. Then again, the well known Broadcom issue didn't keep them from pushing Creators to my old machine... It's a bit of a mess.

Well the old machine I first manually updated and my main machine do have Nvidia graphics, however my laptop which also had to be "persuaded" has Intel graphics and the Networking/WiFi are by Atheros and Qualcom

Finally my Windows 10 _Mac EFI_ bare metal PCIe SSD was updated on July 30th.

All running like clockwork, but of course the update killed my Nvidia Web Drivers and installed the old school 382.05 WHQL. No MS!, I need the 384.94 drivers.

Ya all have a nice day
    Cheers

Its funny because at home we have two machines. One is a basic brix box hooked to our living room of. It's pretty lousy really, it has some obscure pentium cpu and built in intel gpu that can barely power a game of solitaire yet it got creators roughly a month after its release. Yet the monster gaming pc is still being antagonised by MS. It has never had a problem getting the major build updates before and continues to get the 1607 cumulative updates without issue. Yet 1703 remains elusive. I wonder if something I did had an effect. On our older machine that now runs it I got a privacy kb update and then around two weeks later the privacy settings approval screen popped up out the blue and after confirming it all I then went into windows update and clicked check for updates. It immediately found creators feature update and done its thing after a lengthy process. About two months on and our main pc finally gets the privacy kb. But this time I notice in the aftermath a new thing in start menu called something like windows privacy settlings (or something along those lines, can't remember exactly). I click it and the pop up to confirm privacy settings comes up. I agree to everything and then go to windows update and check for updates fully expecting the creators update to come tumbling down the pipe but nothing is found and it says I'm up-to date . And that was roughly three weeks ago! Ever since I have regularly clicked check for updates and apart from cumulative update last month for v1607 and regular defender updates it always says I'm upto date. So I wonder if my downfall was clicking the privacy settings that had appeared in the start menu and not letting it naturally pop up like it did on our snail living room pc. For the record that privacy settings entry in the start menu disappeared after I clicked it and confirmed never to re appear again

its getting frustrating, I want windows update to do the update rather than force the issue. As that's really how it should happen. At the same time I want it done and out the way. I googled around and that article seems to be a lie as so many are complaining that it's not showing up for them which is so poor considering it came out early April and the next major fall update is not too far away. Tweeted ms support a few times now and they ignore the issue. Not had a single response. Obviously not keen to go to their preferred MS answers forum as they just come back with scripted responses and really seem to have no idea.

Maybe Microsoft wants to surprise us by letting us skip the creators update and get the fall's update at its first stages. At least I'm optimistic and waiting for my surprise

I got tired of waiting so persuaded the CU on using the Windows 10 Creators Update Assistant.
All went through and at the end it automatically did the updates bringing it to 15063.502- all good.:) That particular machine does have NVIDIA graphics, so maybe that's it but everything on it works as it should, so i still have no idea why I didn't get the update via WU.

However yet another machine of mine which has Intel Graphics and Realtek Network adaptor DID update itself via WU earlier in the week - it's amusing because it's a very low spec PC, and is the only one of five to do the update automatically!
It took several hours to plod through the update, but once again, now it's done it's AOK.

glad it worked out for you, I'm still determined to wait for it but may have to cave in soon. The creators black cloud hanging over me is irritating to say the least!
