Says the same on mine as well. I assume that is just means all is fine so there is nothing to report. (I'm new to the Creators Update, as i've only just installed it through the links that are floating around. So its just my guess.)

OK, I now see what you are talking about. My last post was based on an Insider PC that I haven't done a clean install on for more than a year. A 2nd Insider PC I recently started with 15063 also shows "Health report is not available." Both have 15063.11.
