Yeah, i am on .13 here as well...I am not an insider and was running the standard anniversary upgrade...After numerous attempt to get the new version using the Upgrade Assistance and kept getting the message "Thank you for installing the latest version" i gave up but then saw postings here that they had updated the media creation tool to the new version and used that to do my upgrade...

I noticed that after it installed, it told me it was going to install some updates...i would imagine that is when it got updated to .13 which is what i am seeing on mine when i run winver command...

Thanks RFS and Bree...i took your suggestion and did a fresh download of the media creation tool, and went ahead and did my upgrade and crossed fingers that i'd be getting the new version and was relieved to see that i did after it installed...Looks like it has some very nice refinements! :)

The new Windows Defender center looks impressive...

Upgrade was SMOOTH and perfect! All original settings, apps, and data were carried over flawlessly....
Only thing that changed was few of my defaults for certain apps which i quickly reset...

Just completed the upgrade and am also on .13. The whole process went smoothly, and no data or programs were lost.

After playing around with the Creators Update, it's obviously still the same old Windows. Back to a much smoother and more customizable OS - Ubuntu!

That "thank you" notice was all I saw when I ran the new Upgrade Assistant. Of course, I had installed 15063 via the Insider ISO available earlier, so was already running 15063.11. I thought there might be more with the "official" CU, but there wasn't. It did give me the cumulative update through WU that resulted in 15063.13, which I wasn't able to get that way before.
