No, not normal at all. Something has gone wrong. You need to start over. You can use the same flash drive, since Rufus formats it.

Hmm I'll try a different iso. Or maybe it made a difference since the flashdrive was previously formatted as a BIOS update?

I wouldn't be too bothered to try for an ISO of 10166. I built a flash drive with it and it wouldn't install on my laptop. So I started over from extracting the ESD file, creating an ISO and then a new bootable flash drive. Same thing happened; it wouldn't install and by the time all was said and done, I had a corrupted install of 10074.
One or two others had the same problem, so there may be something wrong somewhere with 10166.
If you downloaded 10162, you could try with that. Otherwise, do what I'm doing . . . waiting for the next Build.
