As far as I can see you are not doing anything wrong. The Mail & Calendar app is clearly uninstalled / removed from the system.
I am at the moment temporarily using Build 10162 due ongoing clean installs of Build 10166. In my computers using 10162 the command works without an issue. It will take some time before I can test this in 10166.
This might or might not work, please test: Sign out / sign back in. Now reset the Store (elevated command prompt, command wsreset, OR search for wsreset, right click and select Run as administrator).
Check the store again. Is the Mail & Calendar app still shown as installed?
OK, I get the same in 10166. Mail & Calendar shows uninstalled in PowerShell but is not really uninstalled. I am sorry, I have not a faintest clue at the moment why this is happening. I need to try to test and find out more.
Okay, let's all hope for the best and keep reporting.
Now, another issue :
- I have set the Time to 24h format, in my system. On Windows logon screen though, where you enter the PIN, it shows a 12h format, without even showing AM or PM. I always prefer the 24h format, though.
Do you have this issue? Any way to fix it?
Thank you for this! It worked! I have managed to uninstall and re-install the Mail app again! I do not know yet IF the live tile will work this time. I will observe it and edit this post, soon.

I just got kicked out of any ring, "Fix me" produces only "Stop insider builds". Tried all kinds of fixes but no joy. Don't know if I should try to sign out of insider builds and try again or what.
Everything else works perfectly, signed in same MS account etc. sfc /scannow produced some errors that could not fix.
While logged in to that MSA, launch Edge, go to Home page - Windows Insider Program and click "Get Started" (maybe do it twice). Fixed it for all my systems/partitions. You gotta "verify" that you want that PC/MSA on the Insider Program.
If you LEAVE the Insider Program on a specific system/partition, that will STOP you from receiving Insider builds.
