I'm kind of inclined to agree in as much as I am also baffled by MS thinking. The first issue I don't care about, don't even know what it means but the second issue I'd say is a major thing if store apps or installs fail. Personally I don't have the issue at all so I am not rushing out to download this manually, I'll adopt a stance of 'if it ain't broke then don't fix it'. But if it is causing the general public issues then it should be pushed via Windows update and not as you rightfully say left to the user to figure out. Most users would not know about manually installing. We only know about it because we read these forums. I can only imagine that the second issue is not common and affects a small amount of users which is why Windows update is not getting it.
