Just a lill question, do I need to install .969 first or can I go along installing the (cumulative) service update .970 right away?
You can go straight to .970, it includes everything from .969.

No. It's not being distributed by windows update. If you need it you have to download it from the catalog. Unless you have one of the two problems listed in post#1 then you don't need it - those fixes seem to be the only new bits in this one.
But why does this not get pushed through WU still? How does Windows "know" it has these two problems or not? All it knows is it's .969 and would look for a newer version.

And it won't find one. Microsoft haven't put .970 on the windows update servers. It's available only on the catalog where those who need it (mainly business customers affected by the first issue) can download it if required.

If you read Brink's post here Cumulative Update KB4016635 for Windows 10 v1607 Build 14393.970 it states it is a manual download only.

Yes, hence my question. My point was just why would leave Microsoft it to the user to figure this out.

A lot of users didn't have any issues with build .969
