    I clean installed 15063, created a local account and still get updates though.

    I have not connected with MS account and not therefore part of insider program - seems you get updates anyway.

    Correct as I haven't connected with a Microsoft account either and am currently up to 15063.11, that was from an upgrade from the ISO.

    Hmmm...you guys are correct.

    But now my question is, has Windows ever during it's history, updated to latest revision during clean install?

    Example: In this case if we have a Windows build xxxxx.A, and there is a security patch to xxxxx.B available. Has Windows ever automagically installed that .B patch during clean install?

    As far as I recall this has never happened. I must try some Windows 8 and 7 setups in VM and test this, as I think it's quite interesting to know.

    Clean install not that I remember - I think you are correct.

    I think the when you upgrade through media creation tool the check for updates stage works though.

    When it is referring to updates during installation does it not mean updates to the installation media rather that to Windows?

    Using the ISO to upgrade, not clean install on first PC it stuck to 15063.0 second PC done an hour or so later it was 15063.11, first PC has since updated to .11 also, neither PC's tied to an Insider account, this one is however haven't got round to updating it yet.

    I read that as it updates the installation media plus other updates if available?

    Did a clean VM using the official MS ISO. Created a brand new Outlook account during the install process. It never did the phone verify thing or any other. Went completely thru. Checked for Updates, got a defender and CU. Now on 15063.11. Activated it with the same key I've been using for all VM's. New MS account and not on Insider. Just plain vanilla 15063.11. Seems to be perfectly happy.

    I can confirm that Windows 8.1 does NOT add any updates to it's installation process during clean install. Screenshots will follow in a bit.
