Dumb question, don't laugh (too hard). Are the Cloud versions something you actually run IN the CLOUD???
It is a version of Windows 10 which is not capable of running WIn32 applications, only using UWP apps. I had it installed on Hyper-V to test and decided it's nothing I would like to use.

I didn't think it through before installing and testing. No Win32 applications means I could not use Device Manager, Disk management, GPEDIT, Local Users and Groups Manager, Event Viewer and so on. Totally useless for my purposes.

So what would it be good for ? Sounds like even phones have more functions.

I think it will be quite popular on tablets. Forgetting my critics due missing support for Win32 apps, some users just need basic functions on a tablet. If a user is happy with Edge as browser (my favourite browser BTW!), UWP Office apps (Word, Excel, PowerPoint already available, I've heard rumours that Access would soon be available as UWP, too, although I doubt it), Mail app for email, Skype app for messaging and so on, there's no reason not to use a lighter Windows 10 Cloud.

As a desktop / laptop operating system it will not work, in my opinion.

Didn't MS try this before with the WinRT platform and failed miserably.

To some extent it is a "pimped" WIndows RT. However, the main difference is that whereas Windows RT could only be used on ARM architecture, Windows Cloud will work on any x86 / x64 machine. When not enough, user can upgrade it to full version. That was not possible with RT.

I had a feeling I had overlooked something in my short Windows 10 Cloud test, had to reinstall it now on a VM to see if what I said earlier really is true.

I found out now that I've had a really serious Darwin Awards moment when testing it; apparently I didn't even try native Windows 10 Win32 apps only "deciding" that as they are Win32 they will not work.

    I was wrong.

The reinstall now revealed that all native Win32 apps will work in Windows 10 Cloud. In screenshot Windows 10 Cloud, Device Manager opened in background as an example. In the foreground the message you will get when trying to install or run any third party Win32 app, in this example case I downloaded VLC Player installer and am trying to run it:
