WIN+X, or right click start button can be modified to make them more easily accessible. If that's what you mean.... There are several ways to do it, these are only 2.

It is because one set of builds come from one team while the other comes from another team. Another difference between the 2 is the update process. One is Express update while the other is Canonical update.
Information
Express --> expanded package folders in update directory where updated files were downloaded as an .rng-file and non updated files were copied from the system.
Canonical --> .esd packages in update folder which contains all the files needed for that particular package, no local files copied from system.
I have W10 Insider Preview on a VM in Finnish just for fun of it. Those translations are hilarious, I've always wondered who are the people doing these so called "localisations". I know MS has the localisation center in Dublin Ireland with 20+ Finnish employees, I just can't figure out how MS chooses them :)
Take File Explorer. It's "Resurssienhallinta" in Finnish Windows, which literally translates to "Resource Management". Who on earth could come up with such a stupid name? I mean, of course it is resource managamenet but doesn't File Explorer explain its function better?
