Most licenses are for the original motherboard. Change the mobo, you're supposed to purchase Windows again.
    Isn't that an OEM restriction?

I thought Retail versions could be transferred to new Motherboard/CPU combinations.

I think it's still pretty much a "depends" game. I built a new Skylake system (MB, CPU, RAM) less than a year ago and did a clean install of Windows 10 using the generic key and 10 never complained and activated. And my old Haswell system is also running Windows 10 with a generic key.

That said, I also have a legitimate Windows 10 P(Education version) OS with it's own key, but I've not used it yet.

My comment was actually related to this:

So the MS lied about the W7 being supported until 2020.

In a sane world, this should cause a user backlash/boycott against W10 (just like W8) forcing MS to release W11.
No any machine purchased with WIndows 7 or upgraded to WIndows 7 WILL BE SUPPORTED until 2020. Even PC's downgraded from Windows 10 to WIndows 7 on ALL processors except the new Intel and AMD processors.

    Really?
Why is MS blocking these CPUs?
