I think this setting has something to do with Delivery Optimization. I have seen Delivery Optimization still occurring even when this is set to OFF. I went into Services and disabled the Delivery Optimization service and restarted my computer. This seemed to stop all Delivery Optimization as far as I can tell.

It's so quiet today!
