That is surprisingly logical (not meaning surprisingly logical from you, I mean generally ).

I have to admit I have not thought of that explanation. Might explain my situation, too: I have IE on all systems, it's just there, but as you know I sysprepp Users folder to another drive, too, every time I install, doing it in Audit Mode using built-in admin.
Yeah, as soon as you mentioned the built-in admin account, it clicked.

however, the last time I created a new VM from a clean install it also had IE. I think. Time to build that VM lol.

IE11 has been moved to Programs/features>> features, with the normal check option on/off.

    I have
set it to off from the first IP,
    only use a local account,
    allways go the WU route.

That might explain why my downloads are on average 2/3 slower than most, it has to re-enable it then dissable it??

Actually, since IE11 has been a part of that section for a while. It is the migration of the section under Programs and Features (Control Panel\Programs\Programs and Features --> Turn Windows features on or off --> Internet Explorer 11)

to the new Settings panel, so now it can also be found at Action Center --> All Settings --> Apps --> Apps & Features (sidbar) --> Manage optional features.

Hmmm, I wonder if you can force your system to limit your upload speeds for your computer, using settings for the NIC? That might help a bit.

Or have you already tried that?
Downloading the esd files using My Win 8.1 drive only required Me to Seed up at around 40-50% of My Max upload speed so the esds came in uncorrupted. So it appears to be a torrent type download that M$ has control of My settings and is Forcing Me to upload without My consent ! Not Happy

    @Bat 1

Do you have this off? If it's on, you are also uploading as you are downloading, and continuing to do so until you do a Disk Cleanup.

As long as Microsoft does not change their policy for not allowing built-in admin account to use UWP apps, IE is and will remain in Windows 10, at least until it will be replaced with another native Microsoft Win32 browser.

Sys admin needs to have access to Internet through IE for at least to download and install a third party browser. I am 100% sure it's this plain and simple: IE cannot be completely removed.
As far as I remember, except for first few iterations, IE could never be completely removed, only it's UI. not even in European builds.

I asked this dumb question .

Of course, that is the size after the downloaded updates have been decompressed. The actual download is much smaller.

It's not an 8.1 option. All brand new stuff in Windows 10. No relationship at all to 8.1 or earlier.
