I'm not seeing any of it? And I've only turned a few things off manually like "Occasionally show suggestions in Start". No Cortana here though, only standard search is in the Education version.
Google's doing it too, it seems:

Google Home played "Beauty and the Beast" ad
According to Reddit users, the Google Home assistant started promoting Disney's Beauty and the Beast movie, which premiered today. Multiple users confirmed hearing the ad.
"By the way, Disney’s live action Beauty and The Beast opens today," the Google Home device said out of the blue, and then continued to ramble more about Disney's latest film. A full version of the ad was recorded and published on Twitter by Bryson Meunier.Tweet

I just use Windows basically for Office 2016, Photoshop , Vinyl record creation via an XP VM, and a couple of Video editing / capture programs.
If Windows is going to riddle itself with ads then IMO it's the beginning of the end -- there's not much actually Linux can't do these days -- and if someone could ever make a really good email client then as WPS OFFICE is as good for 90% of things that OFFICE can do then Windows really needs to look out for the future.
We are all aware that businesses need to make money - but doing it by annoying customers is NOT a good business model.
Problem is I think nobody has worked out a good way of DECENTLY monetising online stuff without irritating users whether they are on phones, tablets, or computers.
