Looks like a role reversal. No ESD or UUP to ISO on x86 for me.
This is on a VM.
After a clean install (build 15048) with a local account, opting in for Insider builds fails every time, at least in my 4 different clean installs on Hyper-V virtual machines. Turning firewall off and disabling AV (Defender) it suddenly works.
In my case it didn't help to turn either firewall off OR disable Defender real time protection, only doing both allowed me to opt in for Insider builds.

Finally signed out. No power option on lock screen so waiting to log in again. Black screen. Back to black desktop etc. Weird, getting 'class not registered' when trying to open a PNG file. Word 2010 opens document ok and latest Samsung Magician runs ok. Task manager still blank under 'more details ' text link. PDF's not opening Edge. No option but a hard shutdown.
Installed with no problems. Do not seem to have the Windows Update error found int 15046. Did not thing the OS would find the 15048 update because of the error message but it did and installed in about 30 minutes. Have not yet rebooted so fingers are still crossed.

Yes. 15048 with UUPoff did create an install.esd and I'm creating the ISO before I reboot. Keep this update method MS!. First thing after rebooting I'll re-enable the ESD installation method.
And finally, after a cold shutdown, boot up and logging in - got an error in the notification area with a yellow padlock icon showing - " Windows failed to connect to a group policy". Blue screen, which was quick and I couldn't record the error, then it rebooted. Logged in again and everything looks stable . Any offers as what the glitch was?
