I’ll tell you what—since this is such an important discussion, I will put it to rest by saying what is true about them and it’s this: An app or a program is whatever the h--- you choose to call them. It’s like that to most things.
Go to the system screen, (Windows logo key and the pause/break key). Then go to Advanced system settings > Hardware tab > Device installation settings > select No let me chose and Never install driver software from Windows update. This is for Windows 8.1 but I think its the same in Window 10.
10130 was the last build I tried on my laptop. It has switchable graphics. AMD Radeon HD 7660G and 7600M. For me I think ccc crashes when it switches GPU's. Web videos usually. Everything keeps working but I get endless ccc has stopped working messages until I reboot. I also have a USB 3 monitor that uses DisplayLink. In Windows 10 it just won't work correctly. It won't let me change the screen resolution for the external monitor to the correct setting. All I get is "settings could not be saved". The external display will not work at all unless set to its native resolution. Those two issues are unrelated to each other but combined make me hesitant to run Windows 10 on my laptop.
Running it at boot may help: SFC Command - Run in Windows 10 - Windows 10 Forums
It's somewhat like a context menu, so it'll never stay, although it would be a good idea if it could be configured to.
This idea came from the phone.
