I think RTM actually stands for Release To Manufacturers. Usually they would get it before the official release to consumers. So they could develop drivers and check compatibility and pre install it on new computers ready for the official release date. What consumers got would be the same release with maybe just some bug fixes for bugs the OEM's found in the RTM build. That's all kind of blurred together though with Windows 10. It's a continuous work in progress. RTM may have already happened depending on how you look at it. I'm sure some are already testing with the insider preview builds.
Everything is possible! However I really hope they will provide RTM simply at the release date, because in my opinion there is really a lot more work to polish it. Mentioned icons, bugs which still come out, login screens and customizations which have to come soon etc. Not telling about the titlebars which are not everywhere melted properly with theme and apps. So I think we will see a lot of changes in coming month. I may be wrong of course, just personal opinion. :)

Dear Wynona, I'm afraid you are not right. I would like to provide you my source: Windows 10: Preparing to Upgrade One Billion Devices | Blogging Windows . They simply put will roll out it in stages with digital distribution first, before sending it to OEM's..

EDIT: And retailers will get their copies even later.
Nope, not wrong . . . key word, Upgrade.

As to the OEMs, Soon is the key word here.

Soon, we will give a build of Windows 10 to our OEM partners so they can start imaging new devices with Windows 10. The new devices our partners are working on are very exciting, I can’t wait to hear your feedback as you get a chance to use them.
This doesn't mean after July 29; it means soon, probably mid-July.

After that comes the media to retailers:

Soon after, we will distribute a build of Windows 10 to retailers all over the world, so they can assist their customers with upgrades of newly purchased devices that were originally imaged with Windows 8.1. Look for this sticker for assurance that our OEM partners have proactively tested a device for compatibility with Windows 10.

It looks like you are right. So they are going to release unfinished product. Pretty sad. We'll see what happens.

Looks like they've already been hard at it, which may speed up RTM, rather than slow it down. :)

With all of our ecosystem partners, we have been actively engaged to work on device and application compatibility. It’s been amazing to see the teamwork taking place across companies to ensure a quality experience as our shared customers experience Windows 10 soon. In our testing of millions of systems, we’re seeing full compatibility today with the vast majority of Windows 8x and Windows 7x systems– and we are not yet done, we will never be done – we will be continuing this application and device compatibility work every day as part of our ongoing commitment to Windows as a service.
From this, it looks as if even the "brand new" stuff will have been tested and found compatible . . . The main thing that may turn up will probably be printers. I know HP is notorious for not building new drivers; however, my HP Officejet 7610 (very wide bed) installed beautifully as a wireless printer! I would have had to stay with a version of Windows 8.1 if it hadn't!

I've not started 10 today, I got 100159 on Wednesday and was in 10 all day yesterday but still in 8.1 today, I run 10 in a VM.
I'll probably see about the new build tomorrow. I know I wasn't happy last thing yesterday, I usually go to Facebook and have a game of Bubble Witch Saga and Candy Crush Soda before shutting down for the night but last night it was so slow trying to click on a button and moving about I got fed up and shut it down and played in 8.1.

Why would you assume its an unfinished product? Just because RTM happens before the GA doesn't mean the RTM is unfinished. They have to get before the GA date so they can test it and install it on mew PC's.

For me, the RTM version is just another build. What we have right now is the same OS that we will get on July 29 with some tweaking. Just enjoy what we have and don't get too excited. It will come when it comes. I will stay on Insider program as long as it is running.

That's the release to Consumer PC's that qualify for the free upgrade. Has nothing to do with RTM to OEM's. They likely already have it.

Yeah, its mostly bug fixes and UI fixes. They aren't going to add new features to the Insider builds. Internally they might but not to the Insider builds. Not this late in the game. Any changes like that would be something that's already been in the pipe for a while that we just haven't seen.

No, no, no! It will RTM when it's ready. That's one of the reasons we've gotten three builds in three days. MS wants to be sure it's working with all our equipment. In fact, they want every one of us to install 10162 to be sure the bugs are all dead. :) Although I'm pretty sure 10162 isn't the last build Microsoft will drop on us.

The difference between RTM and GA is to give the computer builders (OEMs) a head start so they will have computers to sell to us on July 29. Put another way, RTM is the final build and is ready for everyone. GA is when commercial entities are allowed to sell their product.

So, on July 29, both new computers wearing Windows 10 will be for sale, as will DVDs and possibly flash drives with Windows 10 installation media on them. And, of course, a billion upgrades will start to happen.
