Hardware peripherals have always been built into the cost of the product. Now the manufacturers are tearing down systems that never sold and making bank off of the parts that were in systems that they knew that they would be losing money on the hardware side, so pre-installing Windows allowed the manufacturers to recoup that part of the cost for what Microsoft paid them to install the OS.
It is not even worth chasing $10, which it does not actually amount to that much, since it states that you "may" receive, not that you "will" receive. The lawyers are gambling on that no one asks for the money, so that they get more to hand back to those companies.

Regardless if I see my $10 (x4)......I filled it out. If you don't fill it out you're just SOL and that's what they are counting on.

I bought at least 3 computers with internal ODD drives during that period as well as at least 1 standalone drive so I submitted a claim. I'll see what I'll get out out of the settlement.
I personally love class action lawsuits. Over the years I have gotten my house completely re-plumbed, received another settlement for $25K, and received other smaller settlements. Most of the time it's some small monetary settlement but I have also received things like a coupon for $5 off to buy another product from the company. Only in the case where my house was re-plumbed did I need to submit any supporting documentation. In the case where I received a check for $25K, I didn't even submit a claim, I was automatically included in the lawsuit just because of my job title.

I will be very surprised if they don't ask for proof of purchase. The only ones that will come out a winner is the lawyers.

I doubt if they will ask for any supporting documentation. Here's the a snippet from the confirmation email I received:
We will send you additional instructions via email shortly after the claims deadline on July 1, 2017. In that email, you will be able to select from a variety of electronic payment formats including PayPal, Google Wallet, Amazon Balance, and others in order to receive an instant payment.

Still remember the DRAM and Intel lawsuits. Those that create these lawsuits believed that they should have only paid $5 for a platter drive at Best Buy and other places that have to raise the price to make a profit. These lawsuits are as frivolous as the stupid Mickey D's Coffee one.

Do you remember the computer you owned a decade ago? Did it have an DVD drive?That little trip down memory lane may have just earned you $10.
This past December, Sony, NEC, Panasonic and Hitachi-LG settled a class-action lawsuit that's been in the works for over seven years. The companies were accused of colluding to inflate the prices of optical drives sold to big computer companies and retailers.
When HP and Dell placed orders for lots of optical discs, the lawsuit alleged, competing drive makers would share their bids with each other to keep prices high. When the US Department of Justice investigated the issue, at least one Hitachi-LG executive was sentenced to serve six months in prison after pleading guilty to the conspiracy.
How to submit your claim
What does this all mean for you? If you bought a computer with a DVD drive (or a standalone DVD drive for a computer, including external ones) between April 1, 2003 and December 31, 2008, you're eligible to receive $10 for each drive you purchased as a result of the settlement. You must submit your claim here or by mail before July 1, 2017.
Update, February 7: Don't throw away your receipts, if you still have them. Buried in a terms-and-conditions page, we found this: "The Settlement Administrator has the right to request verification or more information regarding the claimed purchase(s) of Optical Disk Drive products for purposes of preventing fraud."
And don't expect the money anytime soon, because the lawyers are waiting to see if other optical drive makers settle too. "Because other defendants remain in this litigation, the plaintiffs are proposing that distribution of the settlement funds not occur at this time," reads the settlement website...
