    UPDATE: After the 3rd manual restart, the notification panel is now back to normal.
    Occasionally, the notification panel is just a blank space for me as well, even when I went there because there was a notification in the task bar icon! A little later, it just shows up as normal again. A bug in the past two Win10 builds. Not to worry, it is not just you nor do you need to do anything to "fix" it.
