Just a matter of default, otherwise both have been part of Windows for long time.

Command Prompt in WIN + X menu was replaced with PowerShell in build 14971.

I was simply telling when it was officially, by default replaced. I am also a PowerShell user having replaced Command Prompt with it in WIN + X long before that.
