JUST posting about this when your post came up. I had indeed turned off the peer-to-peer option before this update was released but I still had a ton of activity on the System Optimization Process for a good couple of hours or so. Considering my internet speed hits 20MB/s or better on downloads, I wonder if there is still uploading going on? I will check the my upload activity during the next build if I see the update downloading.
It also could be that we were all hammering the poor download server from Microsoft after we had turned off the peer to peer.
I'm 75/75, and I can assure you....there is uploading.

Announcing Windows 10 Insider Preview Build 15019 for PC
I had my peer to peer turned off and have a 500/500 fiber (symmetric) connection, so there's imho something wrong with the upload (my download) services and speed on the MS servers. I did not see any huge bandwidth being used by my own upload (download from ?) stream.
Not sure if turning the peer to peer off really means there's no upload going on /? Confusing it was this update.
Edit: I'll monitor - from 0 to 100% ready to restart - the DL/UL with the next update.

Using Kari's tutorial for the uup to iso. Clean install took about 15 minutes. Only problem so far is the realtek driver keeps disappearing

The asterisks are still cropping up on this new build.*I've had them for at least the last three builds now.
That one at the beginning of the second sentence is not of my doing, honestly.
It wasn't there until after I posted.

Custom scaling & the older font size adjustment are two entirely different settings. The former has always been there, the latter has been removed. Custom scaling scales everything on the screen--the font size adjustment scales nothing, it allows you to change the font sizes of most of the fonts Windows uses--to your choice of several fixed sizes. It's been removed from this build.
I suspect that the real purpose of the IP releases is not to fix bugs or test new features.
It's real purpose is to see what existing features can be removed.
If MS receives less than a certain number of complaints, they permanently remove the feature.

Damn....the only reason I know mine isn't downloading anything is because nothing shows up within C:\ - as in Windows BT or the other temp folders. Nothing uploading either (with respect to updates)
I get the moving blue dots and below that 'Initializing updates' and its been 8 hours. I have a GB connection as well. Obviously it's not a connection issue. It says updates are available 15019 (rs_prerelease) as well.
Anyone else getting that too?

The Windows ~BT folder typically runs quickly up to 61 MB, and then subsequent downloaded files go to a temporary location in \Windows somewhere, before being flushed back to Windows ~BT at the end of the process. So don't look at that folder - look at your network activity.
