My Start was OK only a few minutes ago. Opened it now to run a program, noticed that most of tiles had disappeared. Maybe three minutes between me opening Start and everything being OK, and opening it again seeing almost empty Start:

Anyway, I restored the phone to last summer's backup and now I get APPs from Store. It's still 15014 though.
