I can confirm the idea that waiting a few minutes before entering my password prevents the display of the Dialog Box. I waited 10 minutes (had to do something else after rebooting) and logged in. No Error.
Interesting. This suggests that the GUI can't start because the service is slow to start at boot and hasn't finished starting up yet.

I turned off Real-time Protection and rebooted and logged in immediately and got the Error. the Real-time protection was automatically turned back on.

Interesting about the service being slow to start up.
Which is why waiting a few minutes before logging in eliminates the dialog Box.
Something has changed because of the Update.
I have included a screen shot of my Services and 2 of the 3 that relate to Defender are started.

A dl link is provided in posting # 111
Your link in #111 is Access Denied
The only download link I can see there is for Microsoft Security Essentials, since Windows 8 you are not permitted to install that.
Can I use Microsoft Security Essentials with Windows 8?
No—but you don’t need to. Windows 8 includes Windows Defender, a program that provides enhanced protection against viruses and spyware.

Clicking 'Defender' in your link just takes you to the page I quoted.
Windows Defender is built-in to Windows 10. There’s nothing to buy and nothing to install.

    Hi,

Yeah, I realize now that clicking it sends you to another page telling you that you already have it installed.
So that's no help at all.

Makes me wonder what's stopping the WD service from loading normally...
Maybe the startup section in task manager can tell us more ?

    Cheers,

The services on my Windows 10 Pro look identical to yours, but I don't get that error. The 'Advanced Threat Protection' one is only used in a business network, so it's correct that it's not running here. Both my Home and Pro machines have had the update without getting your error.

You seem to have an exceedingly large number of icons in your system tray, do you have a lot of other services trying to start too? They may be delaying the Defender service. You can't change the start type for the Defender service (it's greyed out) but you may be able to change some of your other services from Automatic (start at boot) to 'Automatic (Delayed Start)' (waits for log in) to give Defender more chance to start up in time.

I do have few. All the numbers are from Argus Monitor. the greens are drives, red is GPU, blues are CPU and white is %CPU Load.
Bar graph is Networx to monitor network usage. Bug is Super Anti Spyware...yes I know probably redundant. I will include a screen shot of Task Manager Startup.

Note that nothing has changed in my Startup since KB3213986.

I just turned ReLive Off because I don't need it. Might make a difference.

The screenshot was there, and then it disappeared when you edited the post again. From what I saw you have a number of startups that are rated 'high impact' - Argus included. Task Manager only shows 'what' starts, not 'when'. Look in Services to see if any of the 'high impact' ones have services that could be changed from Automatic to Automatic (Delayed start).

Edit: and it's back again :)

None of the "high impact" ones are running as Services.
    Will post back soon.

What I fail to understand here is why are we being forced to conform to Microsoft?
They keep breaking things and we are supposed to find ways to fix them.
It is quite frustrating. I thought I was one of the lucky ones that never had a major problem with Windows10. I guess they found a way.
Completely agree, it's microsofts own OS yet the biggest problems I get is with their OWN software and apps. All the third party stuff whether it be other browsers, gaming clients like steam or Apple software like iTunes never gives me any grief. If I were you I'd turn defender off and just use a different free protection program. I guess when the next cumulative update gets thrown down the pipe or the creator update arrives there may be a chance defender will get cleansed in some way and may start working again. If it does start working at any point make sure you get system restore switched on
