I was similarly stuck at 99%, did a restart of the computer, and now stuck at 98%.. I am build 14986...
im running a 5mb connection speed, it usually takes couple of hours to download but my windows update went straight from 0 to 100% which is weird and i know it got stuck some how, was about to install 14986 and try but looks like you got the same issue, im on 14997

Checking my internet connection in task manager reveals that WU is downloading something even though it is stuck at 99% because my bandwidth is maxed out on my internet connection. So yeah, looks like we just have to wait it out.
Interesting. I was also stuck at 100% for about 20 minutes. Finally restart button showed and restarted. Went a few minutes and then reverted back to 14986 with no error message. Is now downloading new release again. But that is stuck at 0%.
I'll let it have it's head for a bit before trying to reign it in and see if I can get a working download/install

sadly my internet usage apps are saying that there is nothing being downloaded, i guess i'll have to wait a bit and see
