Probably old Control Panel, I'd be sorry to see it go. Hope God Mode will still work.

I think it means that whatever can be accessed by Settings panel had the complementary item in Control Panel removed.

Perfect example - Programs & Features, Default Programs, etc. - in 14986 you can get to the Settings version or the Control Panel version of both of those (and other items).
