I just clicked on Windows download and it is downloading build 10130. Does this mean that this is the latest build as of right now?
It means it is the latest build of the ring you are subscribed to.
I guess you are either subscribed to the fast or the slow ring.
You can check that in your Settings -> Update section.
There are smaller rollouts happening in other non-public rings where we are at build 10135 or higher.
Well--I think it's downloading. Because it's been running for well over a hour and it says that it's downloading updates but seems to be stuck at 29% . At the top it indicates build 10130. So even though it's taking that long am I correct that it is indeed downloading 10130?

As the downloads usually také quite a while, I let my computer on overnight - and in the morning, my Windows 10 TP is upgraded
Actual download speed depends on many factors, not only on your speed/bandwidth with your ISP. You can try "tracert" command to final IP where it's downloading from to find out where is slowest link and where download is coming from.
Yesterday it finally got up to about 80% but then it said it couldn't complete download and to try again later. So I'm going to try it now.
