Here's one or two, many more. No where does it say it is anything but an upgrade.

How to Upgrade to Windows 10 - Microsoft
I think you will be able to buy as many full copies as you wish though.
Yes, it's free upgrade, meaning if you upgrade from Windows 7 or Windows 8.1 its free. That doesn't mean you have to do an upgrade on the next install on that PC. You can clean install after that if you wish. Thus its a full version.

Can I reinstall Windows 10 on my computer after upgrading?

Yes. Once you’ve upgraded to Windows 10 using the free upgrade offer, you will be able to reinstall, including a clean install, on the same device. You won’t need to purchase Windows 10 or go back to your prior version of Windows and upgrade again.
You’ll also be able to create your own installation media like a USB drive or DVD, and use that to upgrade your device or reinstall after you’ve upgraded.

So its a kinda full copy. Don't get me wrong. I'll be upgrading all except one machine and that one I'll likely buy a full licence for when Microsoft spells out what and how this will work.

I am only referring to The Technical Preview Builds. From what I have read from Gabe Aul and from Technet the builds will continue after Win 10 goes RTM. This is a fact. The only question is how long an Insider Can use it.

If you don't "upgrade" to stable branch then you can use the TP builds until 1st of October 2015

scroll down to the end of the page it says
"Insider Preview expires on October 1, 2015"

Windows Insider Preview Users Can Upgrade To Windows 10 RTM For Free

    — Gabriel Aul (@GabeAul) May 10, 2015
Gabriel from Windows team at Microsoft today confirmed on Twitter that Windows Insiders who are trying earlier Windows 10 builds can upgrade to Windows 10 RTM for free when it is released.

This is not an surprising news given the fact that Microsoft has already announced free upgrade to Windows 10 for Windows 7, Windows 8 and Windows 8.1 users. Also, Microsoft is planning to continue Windows Insider program even after the release of Windows 10. So, Windows Insiders will anyway have access to latest Windows builds at any point of time than regular consumers.

Oh I believe this. I was debating if it was full or upgrade software that will be given free. And I will stay with the TP on my laptop if I can.

I believe it will help if you read the rest of the Twitter conversation which this article (and some others) quotes

Microsoft have not said anywhere (that I am aware of) that there is a free licence for users of 10 Preview, and this Twitter conversation states you will need a valid licence for 7 or 8.x.
