I had thought of doing a clean install, but someone said they did and still got the Settings popup, so I'm going to leave things alone for now.

Maybe Microsoft's bug bash will turn up something.

I did a clean install on both my machines because initially I had a problem with Sticky Notes and after clean install that problem vanished.

Same here. Weird how these faults are selective like this.

add me to the list of folks with endless "photos" app popups every 30 minutes or so..
so annoying, and hard to believe a bug like this got un noticed before releasing the build..
