    Windows 10 Mobile Build 14951 Unmentioned changes:

    • Now there is an option to toggle on or off all the background apps. So, you can allow or disallow all the apps to run in the background in one go. Settings–>Privacy–>Background Apps
    • The Data Usage has three new options. The good old Windows Phone 8.1 settings of “use cellular instead of Wi-Fi” makes a comeback. Restrict background data and Restrict background data while roaming settings which were available on WP8.1 are back too. Settings–>Network & Wireless–>Data Usage
    • If you go to Storage, you will notice that you don’t need to go to another page to set where to save Offline Maps data. You can now use drop-down in the storage settings to set Device or SD Card as storage for offline Maps.

    It would be nice if it downloaded at all. Tried some of those fixes except for one to go back to earlier build and it's still sitting on 0%.

    That trick didn't work for me when I was trying to download build 14946. Hope you have better luck if you try it on this build.

    I decided to skip this build (re: this post), but I have been thinking this UWP app sign in issue a lot.

    Theoretically speaking the procedure described below should work, if someone would like to test. No changes are made on PC, all your software and files remain intact. I cannot test as I did not install this build on any machine.
    1.) Switch to local account

    2.) Press WIN + R to open Run dialog, type %windir%\system32\sysprep\sysprep.exe /oobe / reboot, click OK to force Windows to go through OOBE (Welcome Mode) setup:

    3.)
    Sysprep works a while, within a minute Windows will reboot and starts OOBE:

    4.) Skip product key, it's not needed on an already activated machine:

    5.) Sign in using your Microsoft account email. If you didn't switch to a local account in step 1, you will be presented this:

    If this happens just go back, create a dummy local account and when desktop sign out, sign in with your original Microsoft account, delete the dummy account and start again from step 1.

    6.) When on desktop after account has been set up, test if UWP apps work as they should. Regardless if yes or no, sign out, sign in to your original user profile (which for now is a local account), remove / delete the new user account (the one for now using your Microsoft account email), reboot and finally switch your original account back to Microsoft account.

    You will be back using your original user account with your Microsoft account email, nothing has changed apart from UWP apps possibly working :)

    - wow, there are 55 Background Apps running on my 950XL..!!

    - it eventually worked for me, you have to follow the steps carefully..
    - took a couple of restarts before it kicked in, so be patient..

    PS: not that it matters to me. I am not using these Insider preview builds for anything, besides trying some features to realize what I could keep and use on my primary OS.

    Joanne, I had the windows.old problem and finally got rid of it with macrium by starting with startup disc and it allows you to view all drives/directories and erase selected folders/files. Don't know what was in the .old files except I could not view anymore than windowsapps. It is now gone and on reboot it stayed 'gone' and everything works without problems.

    This is the 3rd build in a row where I cannot D/L the new build on the first day. It is immediately available upon boot up on the second day, As soon as I check for dates, its already there and usually starts a defender up date and then the build follows. ?? The puter is shut off as is the ups that powers it for the night.

    Seems like the new build replaces the windows.old file with a new one even after multiple attempts to delete it. In the past if one already exists it will generate windows.old(1)
