Thanks, Cliff. Kinda hard to know that's what he meant from the brief info he posted. And believe me, I'm relaxed, just trying to help.....

I have seen two machines with different problems after this update. Post Hoc Ergo Propter Hoc?

One user lost some desktop icons and apps from the start menu (All Apps).

Another is now being prompted for username and password every time she tries to save a sharepoint document

Yours is the first report of a restart required. Maybe you also received other updates that would require a restart. Check your update history to see what else, if anything, was installed at the same time. Just a thought.
You have misunderstood. It is Microsoft that says a restart is required.
Link you provided says this, but not true:
    Restart information
You have to restart the computer after you apply this update.

BTW, MS changed this from when I read it a couple days ago. They dropped the "...do not...".

I cannot uninstall KB3199209 - I tried many ways.. But no avail...

So I uninstalled two other updates, one KB and one Flash update - both I think were security updates.

    KB3176936 cannot (also) be uninstalled.

Well after uninstalling and reverting few other things I finally got to login to desktop! BUT: Start menu is not working and File Explorer is very slow and shell crashes easily. Windows Store apps are missing from Taskbar...

I would so dislike to reset/clean install Windows 10... I hope there is a way!

Neither one of these is the problem:

Update for Windows 10 Version 1607 for x64-based Systems (KB3176936)
    Successfully installed on 8/23/2016

Update for Windows 10 Version 1607 for x64-based Systems (KB3199209)
    Successfully installed on 10/17/2016

You can clean install Win10, instructions are on this forum.
