Well, I experienced the 'issue' on a machine that was never in the Insiders Program, and had never run a previous build - it's been stock mainstream release branch since the get-go. MS is being disingenuous.
MS being disingenuous? That's certainly not unheard of.

However, I think there may have been multiple issues with the fix. MS addressed the problem of an installation loop. That problem was consistent across a number of users and (apparently) had an obvious cause. But this forum is full of reports of one-off problems that seem to effect just one particular user or just one particular configuration. No reason to expect this fix to be any different. Those of us that had problems unrelated to the one MS just fixed are maybe just unlucky ... again.

"This cumulative update resolves an issue in which some sites do not load in Microsoft Edge after KB3194496 is installed. "

Microsoft certainly isn't going out of its way to describe an installation loop being fixed. And people unable to get a successful installation of KB3194496 are certainly not going to run into an Edge problem caused by KB3194496.

So this new fix addresses an Edge problem introduced by KB3194496 and tacitly contains a reworking of one of the other fixes in KB3194496 that was causing the installation loop? Or is the description of KB3197356 just bogus? Or does this fix not address the installation problems at all?

Are we supposed to do the action mentioned by Brink
    before trying to install KB3197356?

    Hello pokeefe0001,

KB3197356 was released to fix the bug that was in KB3194496 and other fixes, but you don't have to have KB3194496 installed to be able to install KB3197356.

I want neither, I just keep resetting the Windows update until a version of something that won't spend ages rolling back to where I am now comes down the pipeline. Ho Hum.
