If your PC is connected to the internet, I really, really, recommend users to just wait until or if an update comes through Windows Update.
Updates in the Windows Update Catalog have been known to have been pulled because of bugs.

Hi just a question do you need to install the latest update if KB3194496 downloaded and installed ok
Neowin have posted an article about the script that Microsoft have released that should allow KB3194496 to install correctly. A link to the fix is also included.
Microsoft releases script to fix issues with the install loop of Windows 10 build 14393.222
In the article it says "We became aware of an issue with the recent Windows 10 cumulative update that impacted a small number of customers in the Windows Insider Program that were running a previous build of the OS."
Well, I experienced the 'issue' on a machine that was never in the Insiders Program, and had never run a previous build - it's been stock mainstream release branch since the get-go. MS is being disingenuous.
that's a good question. I'd be curious to know this too. I guess we won't know for certain what's going to occur. I think the script fix is all people are going to get for now and the update floating around on catalog may descend on us this coming Tuesday, I don't think this new KB is intended to fix this particular problem but I'm totally guessing
I've just downloaded and run the script. The update then went in with no issues. I lost patience with MS.
B3197356 Windows 10 Cumulative Update is Available (14393.223) CAB Installers:
Microsoft seems to have released a Windows 10 Cumulative Update KB3197356 for v1607, which raises the build number to 14393.223. Right now this update is available only from the Windows Update Catalog, and not via Windows Update.
Also, the Windows 10 Update History page makes no mention of KB3197356. But the KB3197356 article has some info:
This cumulative update resolves an issue in which some sites do not load in Microsoft Edge after KB3194496 is installed. This issue occurs when a user is on a page that specifies a character encoding hint that isn’t present on the computer, and the user browses from that page to a location that uses HTTP redirection. Windows 10 updates are cumulative. Therefore, this package contains all previously released fixes.

Is there any tutorial on the board explaining how to install .cab updates?
