It didn't occur on my end either. In fact, I didn't have half the problems that others had; the download and installation was fast! However, as I said, I absolutely know it's happened to at least two Gurus.
Some time back, I and only a few others had an issue with the Windows 10 Insider update. I was the first to report it. I was told by several others that the issue hadn't happened for them. Then another person had the same issue as I did, followed by a very few more.
Fast forward and one person continually told those of us with the issue that he didn't have it, and that we were wrong. No amount of proof would convince him that there was an issue. A little more fast forwarding and Microsoft recognized the issue and released a fix for it.
Why am I telling you this? Simply to say that, as you said, "who knows with MS hiccups". I've been extremely lucky with my Insider Update Builds, as well as every update of the Retail version of Windows 10. If I can pass on a fix or workaround, I will do so, but I'm not gonna tell anyone they're wrong when they have an issue.
I had 2 Windows 10 systems that had been repeatedly unable to succeed with this cumulative update.
After a good bit of research and lots of effort, its on both boxes!
It had to do with having to remove some Windows scheduled tasks for Xbox & some reg entries for Xbox before this cumulative update finally took hold. {I do not have Xbox nor do I play it.}
The tasks & reg entries are in the 2 cited articles.

Here what I have done.
a Saved the kb-update cab from the MS Windows update catalog. Shortened the name of the cab file to make it easier to type the filename later. Saved the cab file to a special folder on my C drive.
b Deleted the afore mentioned tasks & reg entries.
c While Windows is in normal mode, open an elevated command prompt window.
d Use DISM to apply the update-cab into the current Windows image.
Basically that command line goes like this
DISM /online /add-package /packagepath:c:\folder-name\cab-name
Worked just fine. DISM requested a reboot when was done & then all is good.
Current version 1607 build 14393.222
By the by, this same procedure had failed 2 days ago ( which was before the deletions cited above).
I'm also stuck. Every update has downloaded without a problems until this latest update KB3194496 1607 14393 222. This cumulative update startsdownloading and gets to 10% then I receive the error 0x8007375. I've tried most of the suggestions on variouswebsites. Including:
1) • delete folder C:\Windows\System32\Tasks\Microsoft\XblGameSave
• delete registrykey:HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Schedule\TaskCache\Tree\M icrosoft\XblGameSave
• Re-run the update
Still stops at 10%.
I’ve also run the various cmds with the following results:
2) Dism /OnLine /Cleanup-Image /CheckHealth
Deploying Image Serviceing and Management tool
Version: 10.0.14393.0
Image version: 10.0.14393.0
The component store is repairable.
The operation completed successfully.
3) Dism /OnLine /Cleanup-Image /ScanHealth

The operation completed successfully.
4) From ‘Cmd: Dism /OnLine /Clean-Image /RestoreHealth’ sometimes Ireceive this result:

The remote procedure call failed.
The DISM log file can be found at C:\WINDOWS\Logs|DISM\dism.log
5) On other occasions from ‘Cmd: Dism /OnLine /Clean-Image/RestoreHealth’ I receive this result:
[=====100%====] The restore operation completed successfully.
The operation completed successfully.
The end result is still the same in that the update does not install.
6) I have even downloaded the update and tried to install it manually. The result is just the same, it does notinstall! See below:

Yep, that's the way it goes. Have you tried the links Maurice gave above? I've seen another fix somewhere way up in this thread, but since I didn't need it, I didn't record it. I know it's a pain in the tookus to go back and read, but I guess that's what I'll do. We need a record of all the fixes that have worked for various folks.
BTW, unless there's a reason you posted in that extra large font, the default font works best.
After reading through this thread, out of curiosity I decided to run the KB3194496 update on my PC to see if I encountered any problems. The update went smoothly and after 3 days my PC seems to be be working perfectly. So this morning I ran the update on my laptop and that device updated smoothly as well. Not sure why I have never had a problem installing any of the updates on either of my devices since W10 first came out last year, especially after reading about the problems others have had.
