There's a problem with IE11 in 1607, some sites aren't able to recognise it as being IE11, including (unfortunately) the Update Catalog. If you used the Update Catalog before the AU it should still work, but if you've never visited before you won't be offered the Add-on required to use it. See Yahoo says IE11 is an 'unsupported browser' since Anniversary Update for more on this and a fix.

Alternatively, in any other browser bar IE11 (which won't work if its the AU one) go to http://catalog.update.microsoft.com/...px?q=KB3189866 where you'll find the links to the downloads pages (x68 and x64). You can't directly click on these links, you have to copy the appropriate one and paste it into the browser's address bar. Then you'll go to a download page with a working download button.

Thanks for the info. I unchecked Use "Microsoft compatibility list" and "Display Intranet Sites in Compatibility View" but I'm still not able to add any updates to the cart. Have I missed something?

I have EMET installed on my computer and in particular when I visit the update catalog EMET pops up saying "EMET detected ASR mitigation in IEXPLORE.EXE Component: Microsoft Script Runtime."

    Maybe this is interfering?

If you don't have another machine use Edge with my second suggestion...

IE11 in 1607 worked for me with the Update Catalog. Perhaps it helped that 1607 was an update from 1511, rather than a clean install.

Yes the other method works (the XML). Where did you get that from anyway?

I don't actually need to download kb3189866 anymore as it finally decided to install but I am interested in correcting the issue with IE and the update catalog in case of future visits.

Was it just by un-checking Microsoft compatibility list and Display Intranet Sites in Compatibility View that fixed it for you?

It works for any update, just change the KB number. I found it here:

History: I first used the Update Catalog while on 1511, so I already had their add-on installed. Then the AU caused the 'browser not recognised' problem for me. Unticking both certainly got my Yahoo Mail working as it should, but TBH I didn't try using the Update Catalog in earnest until after KB3189866 was installed, so I don't know the answer to that one. I just hoped that the same fix would work for both. All I can say for certain is that MSUC seems to work correctly after KB3189866 was installed, with or without both ticked.
