    yes it is released to the "general" public as of today August 31st, 2016.

    August 31, 2016 — KB3176938 (OS Build 14393.105)

    This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:

    • Improved reliability of Windows Ink Workspace, Microsoft Edge, File Server, Windows kernel, Microsoft Component Object Model (COM), Cluster Health Service, Hyper-V, multi-factor authentication (MFA), NTFS file system, PowerShell, Internet Explorer 11, facial recognition, graphics, Windows Store, and Windows Shell.
    • Improved performance related to purchasing Windows Store apps.
    • Improved battery life of wearable devices (such as the Microsoft Band) while Bluetooth is connected and idle.
    • Improved compatibility of using Xbox One controllers with various games.
    • Addressed issue with incorrect character mapping between Japanese and Unicode for the question mark.
    • Addressed issue that prevents the download and initialization of .NET objects in Internet Explorer 11.
    • Improved support of new near-field communication (NFC) chips for Windows 10 Mobile.
    • Addressed issue with game or app audio not resuming after ending a call on Windows 10 Mobile.
    • Addressed additional issues with compatibility, remote desktop, BitLocker, PowerShell, Direct3D, networking policies, Dynamic Access Control (DAC) rules, Microsoft Edge, Connected Standby, mobile device management (MDM), printing, Fingerprint logon, and Cortana.

    LoL The freezing issues that happen with the anniversary update where the system will hang for 1 minute or more. Was so bad I had to clean install the 1511 November update build.

    I got the cumulative update, and now my laptop won't start. I just shut down the third hard reboot. I'm really surprised, because most of the time, I don't have any issues.

    Edit: Pulled the battery (old trick) and left it out for a bit. Then turned it back on. HP came up with the circles chasing each other, but then went blank and the circles by themselves came back up. I started hitting Enter a few times and it finally started working on the updates.

    Everything seems to be OK now. At least it's booted. Now, do I dare to turn it off?

    I see no mention of correcting the serious problem of missing drives having RAW format. Does it fix that?

    Has this fixed the problem of hidden drives having RAW format. If not, when can we expect a solution?

    KB3176938 (build 14393.103) (last weak (24, august) for insiders program)
    KB3176938 (build 14393.105) (31, august for insiders and Current Branch)

    But by implication, of course you're right.
    And probably yes. My post was to explain concept, process and content. I should have included info on the Release Preview update, also. It, too, was updated to 14393.105. So now all is in sync. See screenshots below. General Public and Release Preview are both 14393.105 and Slow is 14905 and Fast is 14915. (all as of this writing)

    As far as scheduling out-of-band updates, such as this, that is virtually impossible. They are, by definition, off schedule and on demand as the need arises.

    @Adriaan Jansens ... Thanks for posting the links for the standalone packages. When you get a moment, could you please edit your post indicating the first is for 64-bit and the second for 32-bit. Thanks, TC...

    All my systems downloaded and installed this update, except for my Desktop PC.

    I always receive Error code: (0x80073712).

    I already did a sfc /scannow, but it didn't find anything wrong. I also did a Disk Cleanup (Clean up system files).

    Is there anything else I could try before doing a restore installation with a Windows 10 ISO?

    PS: I forgot to tell this, I also tried an installation with the KB I downloaded from Microsoft, but this didn't work either.
