I have tried in vain to get this .cab properly executed via the Admin (Command Prompt):

At times you may be downloaded update packages for Windows operating system that ends with .cab file extension instead of usual .exe executable or .msi Windows installer file format. The .cab Cabinet file is a compressed archive that cannot be ran or executed directly.

Windows has built-in support to open and view .cab archive content, but not outright install the .cab even if itís intended as an update package or hotfix. In order to install a manually downloaded .cab Cabinet file, use the following trick that makes use of pkgmgr.exe (Windows Package Manager) instead.
Open an elevated privileges command prompt as administrator, and run the following command to install and integrate the Cabinet archive:
    pkgmgr /ip /m:<path><file name>.cab /quiet
    start /wait pkgmgr /ip /m:<path><file name>.cab /quiet
Replace <path> with the path (location) to the .cab file, and <file name> with the actual file name of the .cab file, without parenthesis. If the Cabinet file is located on the current directory (same directory where command is ran, the path can be skipped.
Tip: If you intend to save an installation log, append the /l:<path><file name>.log to the end of the command. Again, replace <path><file name>.cab with the file name of log file to save to with its folder location (path).

Have not had any success....states Access denied

I realize that I could just put my Win10 Pro laptop---Insider Builds, the Release Preview and wait until WU picks it up...then opt out of the Insider Preview builds, was hoping this would work?

pkgmgr has been deprecated. use dism.exe instead.
    Dism.exe /online /Add-Package /PackagePath:"drive:\path\"

Hey Thanks, will give this new command a go, and report back!!

Fantastic m8, your command lines worked perfectly, and its going immediately into a OneNote folder...this why TenForums are so valuable, fantastic, knowledgeable members...Thanks again, @yonta
I'm now running 14393.82....without utilizing Insider Preview builds..

@OilerNut & Shaun, thanks for the updated link to KB3176932----->MS must have just updated this..

Any chance that you could work your magic and find a file for KB3176934....which is a re-release put out by MS today...? Windows Update Catalog (at least for me) still can not find any files for KB3176934...

Thanks for the links, what I actually did before seeing this (as mentioned by Brandon LeBranc-MS Lead Engineer Windows Program Insider Team) just uninstall KB3176932, which will put your OS back to 14393.67---->then enroll in Insider Preview builds----->Release Preview option, reboot, run WU, where it 'should/will pickup' KB317634---->rather quickly-no waiting a couple of hrs, then opt out completely from Insider Preview builds...

    Worked perfectly...
