My favourite would be Disable the onboard graphics in BIOS and put in a cheap Radeon or GForce clone.
    or
    Run the upgrade offline
    or
    Clean install offline

Then install a driver that has worked manually.

Otherwise when stalling at 22%, try Shift+F10 to bring up a commandline, type taskmgr <enter> and see if you can stop the offending process - which may be using CPU or Memory. Taskmgr can also open devmgmt.msc but maybe only perhaps later in the setup.

The only way I got one machine to install (wouldn't upgrade, wouldn't clean install via setup) was to use the "Windows to go" manual method using imagex to apply the Windows 10 WIM image to a clean partition, use BCDBoot to make it bootable, then during the sysprep phase on first boot, open the cmd console with Shift+F10, then open taskmgr and use that to open device manager to disable the problem hardware while the sysprep was still running during the "Getting ready" stage after the "Getting devices ready" had loaded the bad driver. Then the setup was able to finish.
Ok. I made a DVD from the ESDtoISO tool and disconnected from the the ol Interweb.

Booted from the DVD, no problems. Running Build 14901 now. Thanks for the info. If you ever come to Ireland, I'll buy you a Guinness.
