I had a similar experience with AMD graphics and WU. WU installed Crimson ver 20.19.0.3283
7/21/2016.
However when I ran the amd autodect program it said the latest driver was 16.2.3, which installed as an upgrade over the WU version. Boot time is significantly faster with the native AMD drivers.
Windows Update does not distinguish between Insider rings, and has nothing to do with the Insider Program, apart from being the vehicle by which all Windows Updates arrive, including those of Insider builds.
WU simply filters the required or available updates for the system running on the device, as it always has, then downloads and installs them.
Devices running build 14393.x (version 1607) on Insider levels of Fast ring, Slow ring, Preview Release ring (I'm typing from a device with this ring now), ring Disabled, or no Insider builds enabled with a MSA or a local account will, or have already been able to receive the Cumulative Update KB3176929 for Windows 10 version 1607, unless there is an unlikely problem with Windows Update or internet connection on that device.
No C:\Windows10Upgrade\ folder found here or on any of my installs.

That was info based on yesterday from VSLC. I guess MS have just pushed a new update since that point.
The real point is the MS RS1 base iso is 14393.0, and it updates to whatever automatically. I assume the install.esd file would be the same.
This would make sense as it must be taking time to deploy iso to its various servers, and updates coming later are managed by the updating during install.
