Win 10 works well, here, two instalations. Very little in Local Group Policy Editor is anything I'd care to tweak - no reason to.
When I do run into something I want different - which is how I sometimes feel about memory compression "feature", I find a reg entry that will toggle the behavior.
In principle though I'm with the majority: if the behavior CAN toggle, and there is no clear reason to block the toggle, the easier it is to do - say with Gpedit - the better.

That is referring to system builder licences. Oem licences come in two types
1) oem-slp (system licence preinstalled) which are used by majors like dell and hp etc. These activate automatically and do not need internet access.
2) oem system builder licences. These are basically oem licences sold to system builders who sell pcs. Strictly these are not for sale to public, but MS turn a blind eye to this - the bulk of cheap oem licences on web come from this source. These require internet access like a retail licence.
Installer just means the trade people who build pcs and install an OS before selling it to you.
I bought a Thinkpad P50 and one of the options was win7 pro though downgrade rights of 10 pro I picked 10 pro though as I wanted 10 pre-loaded and could go to to 7 since the device supports it and the manufacture seems to allow it. If I can't I also have some other 7 keys lying around that are legal if worst comes to worst. Does the install media have to be from lenovo in this case or can I use an OEM 7 sp1 disk I have. Also does the key come from them or Microsoft?
EDIT: looks like Lenovo has a 7 key in the bios ready to go if you order pro then downgrade yourself.
Windows 7 does not store a key in the BIOS, there may an OEM Identifier for OEM-SLP activation, but there is no key there. To do an OEM-SLP install you need custom OEM install media. To use your normal non branded install media you need a valid product code to activate. It sounds like, to actually exercise your downgrade rights, you would do so when you order it by selecting Windows 7 as the installed OS.
