There are no strict rules with this settings (how updates are delivered), nor it could have, since every environment is different (PCs on your network!).
In my case, consequences were unsuccessful upgrade. But not always.

Their servers weren't up to it last night. Took 9 hours to upgrade a win 7 laptop to win 10! Really amazed that it eventually worked.
I wanted to see how it would go for the average punter so started with clicking the upgrade icon and agreeing but that didn't go well. Just kept spinning the wheels getting nowhere. Next I went to the web and started the download from an MS site and that is what took 9 hours.
Looking at the Task Manager/Network there was virtually no data coming in, just tiny little squirts.
But, in the interests of science, I just let it go all night. I saw on another thread where others were getting slow downloads as well.
Maybe half the servers were taken down to rev them up for Aug 2:)
My issues are small and trivial, like this one about Sticky Notes, a small change I do not like:
I use Sticky Notes a lot, I really like it. My small and damaged brain needs all possibly help to remember things. Until now the normal procedure I've had has been boot the PC and read Stickies automatically shown on desktop after every time I sign in, then close Sticky Notes, not notes themsleves because that would delete the notes, but right clicking the Taskbar icon and selecting Close window:
This closes the app but preserves my stickies showing them again when l either manually launch Sticky Notes again, or sign in to desktop next time.
However, since 14385 and now in 14388, Sticky Notes runs automatically at sign-in only if it was open and running when signed out / shut down. If you have closed the app before signing out, Sticky Notes will not be automatically run when signed back in. I am unable to find a way to add Sticky Notes to Startup.
It kind of loses its purpose, in my case that being to get my stickies automatically shown when I boot. I could then just close the app counting on that at next boot my reminders would be shown again. That's no longer the case.
I noticed that too, wander if it could be placed in startup and set to open in standard window ? Got to find it's executable file first.
P.S. Looks like it's an APP actually.
